For those encountering issues, I also had to enable external connections to import from the live Kinsta site.
SQL commands:
CREATE USER IF NOT EXISTS ‘root’@‘%’ IDENTIFIED BY ‘password’;
GRANT ALL PRIVILEGES ON . TO ‘root’@‘%’ WITH GRANT OPTION;
FLUSH PRIVILEGES;
