I understand that you are experiencing an issue where even after clearing the cache on your site abfjournal.com that you are still seeing stale content. However, this doesn’t occur when you are logged in.

Some site builder plugins and themes also offer the ability to regenerate the CSS/JS files. I would recommend trying to regenerate those files if possible, and then clearing cache again to see if that helps.
Also, it is always a good idea to check in a private/incognito browser window to ensure no local browser cache is the cause of the issue.
